The Arbitratorate of Torum
The Arbitrators (referred to colloquially ‘Arbs’, ‘Blueshirts’ or ‘the Filth’ or any one of a thousand muttered curses by the wretches below) are the militarised police force that keeps Torum barely complying with acceptable levels of lawfulness. Numbering roughly 50,000 men and women at arms, they keep the peace with an iron grip. While anything goes in the lower hives, the upper levels are kept well pruned of overt criminal activity by the unforgiving cold hard JUSTICE of the Arbs.
Militarised in every sense of the word, armed with cudgels and navy blue-dyed leather shields, armor and helmets, the Arbitrators are not to be taken lightly. Each Arbitrator is empowered with the authority to act as Judge, Jury and Executioner. Naturally this power is sometimes abused, but rarely lightly, as Arbitrators are encouraged to report comrades who abuse their station with financial incentives
Arbs are largely drawn from the populations of the lower spires and upper hives, and are largely human, but a few exceptions exist. Crack units of Half-Orcs serve as riot troops, the famed Grunwacht, who wear green mail and are heavily armed. Magical squads exist for special tasks and are drawn from Half-Elven, Human, Gnomish and – rarely – Tiefling volunteers who display magical potential. This section of the Arbitratorate offers one of the few avenues for learning magic for the poor in Torum, and so are never short of applicants.
